It seems to me that a pending Pole Shift and its aftermath could be the impetus for such an evil undertaking. Do those that hatch such a crime as this not think that a global catastrophe will alone be devastating enough to the global population, let alone introducing new "bugs". Perhaps the old adage "He who lives by the sword, shall die by the sword" should be kept in mind for those who conspire to "rule" in the aftertime.
